You probably got this code violation because your curb and gutter:
- Are broken
- Were installed without permits
- Are blocking water from flowing unimpeded in the gutter

These types of violations are typically reported via the city’s My311LA system. This system allows city residents to report code violations to the city. So, it may have been a neighbor, someone who tripped on your curb or someone making a complaint under the Americans with Disabilities Act (ADA).

What’s an A-Permit?
An A-Permit covers minor street construction in the public right-of-way. A-Permits cover all sorts of projects including:

- Curb drains
- Sidewalk repair
- Sidewalk installation
- Installation of streetscape fixtures (bicycles racks, speed humps, parklets, parkways landscaping, etc.)
- Street tree wells
- Street resurfacing/repairs for minor excavations

When you get an A-Permit, a city inspector will come out and assess what work will need to be completed and how it will need to be done. Usually, the inspector meets with your licensed contractor to hash this out.
