Yes. Per LAMC 62.105, permits are required for streets, sidewalks, and other improvements in the public right-of-way. The A-Permit covers minor street construction including driveway approaches, sidewalks, curbs, gutters, streetscape fixtures, tree wells, curb drains, and minor street resurfacing.
A-Permit applications can be started via the City's online system or by visiting a BOE District Office in person. There are no requirements on who can apply — generally it is the property owner or their representative. Proof of ownership is not required.
An A-Permit for repair of sidewalk damage due to street tree roots does not require a permit fee. The BOE District Office requires a photo of the damaged area to waive the fees. A Street Tree permit from the Bureau of Street Services is also required for tree root trimming.
